Propose a single site positioned at the bottom of the stairs leading to the lobby on level -1. This will provide good coverage throughout the meeting rooms, reception (Level 0) and ball room (Level -2).
There are a couple of things to watch out for. I did find intermittent RF spikes around the 446MHz range so I recommend 457/467 duplex pairs. Also the kitchenette area by the meeting rooms kicks out a lot of broadband RF noise by the fridges but unless you’re standing right next to them I can’t see a problem.
