To use two CPU cards in an Artist frame as a redundant pair you have to connect the HDLC ports together. It will not work over fibre or over the network ports.
The HDLC ports must be connected with a 10/100 crossover cable. Gigabit crossover cables do not work as these also reverse the clock and HDLC pins. Correct cable pinouts are in the image below.
